The town of Livry-Gargan(Seine-Saint-Denis) is the first commune in the 93 département to deploy an intelligent parking solution. In partnership with Cocoparks, it has equipped its town center with real-time sensors, digital signs and a mobile application – to smooth traffic flow and modernize the experience for motorists. The project, co-financed by the Metropole du Grand Paris and the Île-de-France Region, was up and running in less than 3 months.
The challenge: relieving congestion in a pressurized downtown area
With its entrance to the town structured around the ex-RN3, Livry-Gargan was faced with a classic problem for towns in the inner suburbs of Paris: motorists turning, saturating the streets and slowing down traffic due to a lack of visibility of available parking spaces.
The city’s objective was twofold: to reduce the time it takes to find a parking space, and to restore fluidity to a dense city center.
The solution: real-time guidance, signs and mobile application

In partnership with Cocoparks and integrator Eiffage, the city deployed a complete smart parking solution in just 3 months – from project launch to operational commissioning.
The system covers 4 parking lots and several downtown streets:
- Jacobin parking lot
- Cinema parking lot
- Parking Simone Veil
- Parking de l’Église
- Boulevard Robert Schuman,
- Rue Eugène Massé,
- Rue Saint-Claude,
- Rue de l’Église
44 cocospots (on-board AI sensors) were installed to detect available spaces in real time. The information is then displayed on 2 full LED digital panels positioned in each direction of traffic on the ex-RN3 – the zones appear in green (space available) or red (zone saturated).
In addition to parking, these connected panels constitute a new urban communications infrastructure: the city can use them to broadcast local information messages, alerts or event announcements – a tool for modernizing the city center and serving all residents.
Drivers can also check availability in real time and be guided to a parking space via the Cocoparks mobile application.
A concrete impact for the city and the environment

Less time spent looking for a parking space also means fewer vehicles running empty in the town center. By reducing these unnecessary journeys, Livry-Gargan has a direct impact on local CO₂ emissions, air quality and noise pollution – issues that are particularly sensitive in a dense residential town.
The project is fully in line with a sustainable mobility approach, financially supported by the Metropole du Grand Paris (€48,813) and the Île-de-France Region (€26,400) under their urban innovation and ecological transition programs.

Une solution accessible aux villes de taille moyenne
Trop longtemps réservées aux grandes métropoles, les solutions de stationnement intelligent sont souvent perçues comme coûteuses et complexes à déployer. Cocoparks a fait le choix inverse : placer la frugalité et l’équation économique au cœur de son approche.
Des capteurs peu intrusifs à installer, une infrastructure légère, des coûts maîtrisés, un déploiement en quelques semaines — et une plateforme SaaS clé en main que les équipes municipales prennent en main sans formation technique lourde.
Livry-Gargan le démontre : avec moins de 75 000 € de subventions publiques obtenues et un intégrateur local (Eiffage), une ville de 35 000 habitants peut offrir à ses administrés la même qualité de service qu’une grande ville — sans renoncer à la sobriété budgétaire.
Et la suite ?
Fort du succès de la Phase 1, Livry-Gargan réfléchit déjà à étendre le dispositif à d’autres
secteurs de la commune — notamment les parkings Jules Verne, Chanzy, Médiathèque et Albert Thomas.
